We want to implement a controller that monitors some 4-20mA analog, some TTL and some digital inputs and switches a relay (for a pump, 12/24/230V) based on authorization and some local rules, and we want to use mobile devices with BLE (or NFC) (iOS and Android) for the authorization process and as UI for the IoT device.

Sounds interesting! However, the ORBCOMM Software Toolkit, which includes sample code and documentation, is only available to customers. Therefore, it'll be hard to give any advice or direction. Anyways, if you run into some Lua-specific issues then I'm confident someone here will be able to solve it.
